Yes, but if you have access to DeskScapes 2.0 beta you can run on any version of Vista. :)

I'll answer my own question - Deskcapes 2.0 beta is'nt out until February? unless you know different??

Yes as it says : "...DeskScapes 2.0 is in development. It will support nearly all versions of Windows Vista.." you can check it at http://www.stardock.com/products/deskscapes/
And I think its free ver. will have this option or not.
If you want to make video as background then check this :Video as wallpaper in Windows XP (even in XP you can do this ) using VLC. http://vasudevg.blogspot.com/2007/04/video-as-wallpaper-in-windows-xp.html

Yes, DeskScapes 2.0 will be available to the public soon. Right now, if you are a subscriber to Object Desktop you have access to it already.

And VLC is not the same as DeskScapes....
